Organics probably formed easily in early solar system

ScienceDaily (Mar. 30, 2012) ? Complex organic compounds, including many important to life on Earth, were readily produced under conditions that likely prevailed in the primordial solar system. Scientists at the University of Chicago and NASA Ames Research Center came to this conclusion after linking computer simulations to laboratory experiments.

Fred Ciesla, assistant professor in geophysical sciences at UChicago, simulated the dynamics of the solar nebula, the cloud of gas and dust from which the sun and the planets formed. Although every dust particle within the nebula behaved differently, they all experienced the conditions needed for organics to form over a simulated million-year period.

"Whenever you make a new planetary system, these kinds of things should go on," said Scott Sandford, a space science researcher at NASA Ames. "This potential to make organics and then dump them on the surfaces of any planet you make is probably a universal process."

Although organic compounds are commonly found in meteorites and cometary samples, their origins presented a mystery. Now Ciesla and Sandford describe how the compounds possibly evolved in the March 29 edition of Science Express. How important a role these compounds may have played in giving rise to the origin of life remains poorly understood, however.

Sandford has devoted many years of laboratory research to the chemical processes that occur when high-energy ultraviolet radiation bombards simple ices like those seen in space. "We've found that a surprisingly rich mixture of organics is made," Sandford said.

These include molecules of biological interest, such as amino acids, nucleobases and amphiphiles, which make up the building blocks of proteins, RNA and DNA, and cellular membranes, respectively. Irradiated ices should have produced these same sorts of molecules during the formation of the solar system, he said.

But a question remained: Could icy grains traveling through the outer edges of the solar nebula, in temperatures as low as minus-405 degrees Fahrenheit (less than 30 Kelvin), become exposed to UV radiation from surrounding stars?

Ciesla's computer simulations reproduced the turbulent environment expected in the protoplanetary disk. This washing machine action mixed the particles throughout the nebula, and sometimes lofted them to high altitudes within the cloud, where they could become irradiated.

"Taking what we think we know about the dynamics of the outer solar nebula, it's really hard for these ice particles not to spend at least part of their time where they're going to be exposed to UV radiation," Ciesla said.

The grains also moved in and out of warmer regions in the nebula. This completes the recipe for making organic compounds: ice, irradiation and warming.

"It was surprising how all these things just naturally fell out of the model," Ciesla said. "It really did seem like this was a natural consequence of particle dynamics in the initial stage of planet formation."

Military retirement with low savings | Military Retirement & Financial ...

Here?s a question from a reader:

OK Nords, I need a sounding board.

Background: I retired two years ago with 21 years. I was recently found 80% disabled by the VA. After I retired I immediately shipped over to teach JROTC? which I love.

Present: While I love my job, it has incredible demands. To make a difference on kids, you must get them after school hours and that means 12+ hours a day, and many weekends. I make a huge difference, but medically it?s crushing me. The VA is good here, but all the medical stuff is its own full-time job.

I own a house in the west near my wife?s family that we both love. We live in the east without any nearby family. I?m contemplating pulling the plug in a couple of years to live in the house near family, especially as our kid enters high school. (I missed a lot due to deployments). However the last thing I want to do is trade a job I love with bad hours for a job I hate with bad hours.

Here?s his financial info:

Assets:
$18K in TSP. (Wish I could still contribute!)
$7K in other IRAs & teacher?s deferred compensation plan.
$10k emergency fund.

Home in west: $600/month mortgage, rented out, breaking even.
Current home: we have ~$40k in equity due to buying with 20% down. $1200/month mortgage. If I get what I paid for it, I lose $15K on the selling costs. Since there are so many variables to selling, I?m not counting on the cash in it. If it works out, that?s great, but there?s also 2500 miles of moving expenses.

No other debt.
$800/month goes into a short-term savings fund for short trips, car repair, and medical/dental expenses beyond Tricare.
Our kid?s college is covered by my GI Bill.

I earn $4400/month as a teacher. This contributes $1200/month to the deferred compensation plan and pays our $2500/month living expenses. Anything extra goes into savings.
$2500/month military retirement. $1200 pays the mortgage on the home we live in now. Another $800 goes into savings. Anything extra also goes into savings.
$1700/month VA disability: we save all of this.

Here?s his plan:

I?m looking at ?popping smoke? in two years (the summer before our kid enters high school), selling our current home, and moving the family to our home in the west. We initially would live off my military retirement & VA disability. This would easily cover our monthly living expenses in the west, but we wouldn?t be able to save any more than the $800/month that I?m saving out of my pension. My big concerns are trying to forecast savings for various unknowns.

In the next two years we could save another $70K. After moving west our savings rate would drop to about $10K/year. In other words our cash flow is good but our savings could be eaten up quickly if we have an expensive problem or if I need long-term care. The only ?affordable? premiums are the Federal Long Term Care Insurance Program. Due to my medical history, the cost is extremely high. This part concerns me a bit.

I have Survivor Benefit Plan coverage on my pension, so my spouse has that income after I?m gone.

Any ideas on collectively working to lower cost of living and boost our savings, especially for the short term? It seems that the entire family has to be dialed in to the methods and lifestyle changes in order to meet the goals. Any recommendations on this part?

This situation is all too common among veterans. It?s easy to finish a military career with low savings yet enough income & medical benefits to be very close to financial independence? without a safety margin. For those who are physically able to work, part-time employment can go a long way toward supplementing savings over the coming years. ?The Military Guide? profiles one servicemember (?Boxkicker?) who did exactly that. He retired with a military pension yet almost no other savings. He had nearly finished his college degree on active duty (tuition assistance). After retiring he went back to college on his GI Bill. Along with part-time work at a golf course and refereeing for youth leagues, Boxkicker completed a master?s in sports management.

But let?s get back to our reader?s questions. As we swapped e-mail, he seems to feel that he can continue to work these hours for another two years. However six years (until his daughter finishes high school) is medically not achievable.

Spouse employment is another option, especially after they move. However military spouses sacrifice a lot of potential income during their servicemember?s career, and finding a job might be a challenge. Of course there are plenty of other employment options but it may be easier for a spouse to spend time on frugal efforts at home instead of earning income. The two of them could look into employment (or self-employment) opportunities now and see what they could devote more time to after the move.

Another option would be to transfer his GI Bill benefits to his spouse now, not his daughter. If his spouse wanted education or training for her ?dream career? then she could achieve that certification before their daughter started college. His spouse would probably be able to earn more from a career than their daughter would receive from the GI Bill, too, so there?d be a net positive return on their investment in her employment skills.

One extra factor is Social Security, although he?s nearly two decades away from starting benefits. ?When to start SS? is a tough decision when there are medical issues. Taking SS at age 62 ensures that you?ll have some extra income now to enjoy life, but your spouse?s survivor benefits will be lower. Taking SS at age 70 will max out benefits and spouse?s survivor benefits, but if the recipient dies before breakeven (in the late 70s) then that income is permanently lost.

One (risky) option would be to start spending a little extra money at age 62 (using more savings) in anticipation of starting SS at age 70 and rebuilding those savings. It?s a losing strategy if the recipient dies before breakeven. A ?middle ground? would be to reassess the health situation at age 62 and possibly hold off benefits until age 66 or 67 when full benefits can be drawn.

Of course the best solution would be to reduce lifestyle expenses to the point where Social Security isn?t necessary. All of the eventual SS income could support long-term care and survivor?s benefits.

His spouse?s longevity insurance seem to be supported by the military retirement Survivor Benefit Plan and Social Security survivor?s benefits. Both of those programs include a cost of living adjustment, making them one of the world?s best annuities. As they approach their 60s they?d want to review the amount of these benefits against her expected spending to make sure she?s provided for.

Long-term care insurance is a another difficult situation with low savings. If medical factors are driving up the premiums then it?s not even an option. The only cost-effective solution is to maximize whatever geriatric and long-term care programs are available from the VA. Eventually an elder would spend down their savings (with allowances for spouse?s home and other assets) and become eligible for Medicaid.

My personal knowledge of military disability & VA benefits is weak, so I?d work from the links in the ?Military medical? portion of the sidebar. (Especially the ?Veterans Benefits Network?.) ?The Military Advantage? benefits guide is another outstanding resource. If he?s unable to work due to his disability, another low-probability possibility is Social Security Disability Income (SSDI). This is difficult to apply for and not easily approved, so it would probably require significant assistance from military legal services and the VA.

Frankly, he seems to have it all under control. Even after he retires his income is higher than his spending, and he seems to be able to keep it that way. Medical expenses and long-term care are major issues, but their costs are almost impossible to predict. He seems to have sufficient benefits in place for now, with Medicaid as an eventual long-term care program. I?ve written several posts on that, and I have a book review coming up on another excellent reference.

Frugal living will help him and his family save more money, and they can make it match their lifestyle. The Internet is full of sites for cutting expenses and living more simply, but two of the oldest and best cost-cutting websites are The Dollar Stretcher and BankRate.com.

    • Being in the military teaches life skills. He?s extraordinarily motivated, persistent, focused, and determined. He knows he can do this. His main concern is providing for his family and having their support for his plan to stop working while he can still enjoy life.
    • Play good defense. Don?t live a materialistic, consumer-driven lifestyle. His financial situation is already stable because he has low expenses. They don?t need to spend a lot of money on possessions or entertainment or ?hobbies?. He already knows how to tolerate deprivation, so a frugal lifestyle is easily achievable? even satisfying.
    • Save as much as you can as soon as you can for as long as you can. You never know what?s going to happen to you or your family, and the closer you are to financial independence then the better you?re able to handle these surprises.

'Hunger Games' leads Hollywood's dramatic turnaround

On one hand, the movie is offering confirmation that the "Harry Potter" model ? building blockbusters from teen bestsellers ? is perhaps the surest bet in the industry today.

Yet perhaps even more than the average blockbuster, the success of "The Hunger Games" is giving some film buffs pause. The studio behind the film, Lionsgate, has been a maker of more artistic fare, and cultural critics wonder if the studio's ideals will be swayed by such a flood of cash.?

"The Hunger Games" posted the No. 3 opening weekend in US history, behind only "Harry Potter and the Dealthly Hallows, Part 2" ($169 million) and "The Dark Knight" ($158 million).

Even without ?The Hunger Games,??box office is up 16 percent over the same period last year, thanks to a string of pleasant surprises, including "The Vow" and "Dr. Seuss' The Lorax." With "The Hunger Games," box office is up 22 percent.?

The reversal is??the most dynamic turnaround I?ve ever seen," says?Paul Degarabedian,?president of Hollywood.com?s box office division.

And it points to a strong summer.??Blockbusters get people to the theatres where they see more ads and trailers for what?s coming up, and they get excited again,? he says. ?Last year was the quintessential opposite of that. Momentum was lost completely.?

The slate of films beginning May 1 includes ?The Amazing Spiderman,? "The Dark Knight Rises,? ?Men in Black 3,? and ?The Avengers.?

Moreover, "The Hunger Games" is showing, once again, that young-adult bestsellers like "Harry Potter" and "Twilight" are at this moment something of a fail-safe for the film industry.?

Clearly there is something very wrong with your marriage if one of you found it necessary to have an affair. If you don?t figure out what that is there is a very good chance that it is going to happen again in the future.

You must keep in mind if you are trying to save your marriage that both of you have a role to play. If you depend on the cheater to do all the work to keep you together you will be disappointed. Marriage is a team effort and you have to work together to keep it going.

Insurers speed health care overhaul preparations

The nation's big insurers are spending millions to carry out President Barack Obama's health care overhaul even though there's a chance the wide-reaching law won't survive Supreme Court scrutiny.

It's not that health insurers want to bet big that the court will uphold the Affordable Care Act. It's that they can't afford not to. It will take at least several months and lots of resources for insurers to prepare to implement key elements of the law, which includes a controversial requirement that most Americans have health insurance by 2014.

WellPoint Inc., the nation's second-largest health insurer with 34 million members, has said it will spend $100 million this year on technology upgrades to meet the law's requirements. Aetna Inc., third-largest U.S. health insurer with more than 18 million members, says it expects to spend $50 million this year in part to upgrade software and computers.

Even smaller insurers like Blue Cross Blue Shield of Michigan, a private company with 4 million members, are spending big. This year, the company, which employs 7,000 people, plans to add about 100 employees and spend nearly $20 million.

The law calls for big changes in the number of people receiving coverage, what must be covered and who pays for it, so insurers that don't prepare until after the court's ruling, expected in late June, will run short on time, said Kirk Roy, vice president of national health reform with Blue Cross Blue Shield of Michigan.

"Waiting is too big a business risk for any insurer," said Roy, who was promoted to his current job shortly after the overhaul became law in 2010.

The Supreme Court will hear arguments over the law for three days starting Monday. Among other options, the justices could uphold the law, strike it down completely or get rid of some provisions.

Insurers will be paying particular attention to arguments over two key provisions. One is the so-called individual mandate that requires most people to carry health insurance by 2014 or pay penalties. Of equally high interest is the requirement that insurers cover everyone who applies even if they have a pre-existing condition, like diabetes, which can produce high medical costs.

The two mandates are important cogs in the law's push to expand coverage through health insurance exchanges set up by federal and state regulators. These exchanges will be mostly online marketplaces, where individuals and small business employees can go to comparison shop for insurance policies. Insurers are spending money to figure out how to set prices for their coverage on these exchanges, which will vary by state and require changes like the inclusion of subsidies to help people pay for coverage.

Much of the money insurers are spending is paying for a close look at how to set premiums high enough to cover the expected increase in claims from people with pre-existing diseases, but not so high that healthy customers are scared off. That includes research into how many people with chronic conditions will need expensive prescriptions or how their customers will use health care.

"There's an awful lot of work that goes into preparing those kinds of analyses," said Sheryl Skolnick, an analyst at CRT Capital Group, an institutional broker and dealer. "One should not do that in a rush because making a mistake could literally be fatal to the health plan."

Even though these changes wouldn't take effect for a couple years, insurers are preparing now because they'll need to have their plans ready several months before then. They will have to submit plans to regulators and then wait for a review and approval, the timing of which will vary by state. Additionally, they will need time to advertise the plans before customers will be able to start signing up in October 2013.

Insurers also have to prepare for more pressing deadlines. For instance, the overhaul requires for them to create benefits summaries by September that make it easier for consumers to compare coverage. The summaries will give consumers details like a plan's deductible or the annual amount a patient pays out of pocket for care before insurance coverage kicks in. They'll also give examples for how the plan would cover events like childbirth.

The forms aim to make insurance shopping easier, but they pose a headache for the industry, said Karen Ignagni, CEO of the trade association America's Health Insurance Plans. That's because the summaries will have to be adjusted, depending on the plan, to account for varied pharmacy benefits or provider networks. An insurer with 50,000 different small business customers would likely have to design thousands of different forms.

"It's not a simple matter of creating a computer program," Ignagni said.

If the health care law is altered or thrown out, some money spent this year would have to be written off. For instance, insurers won't need computer programs that interact with state-based exchanges or marketplaces.

But not all the money would be wasted. Roy, with Blue Cross Blue Shield of Michigan, says the overhaul has compelled insurers to make it easier for customers to understand their coverage and how much it costs ? a valuable change whether or not the law is upheld.

"Generally people tell all of the insurance industry, 'Your stuff's complicated and confusing ... make that simpler,'" he said. "That's absolutely something that we're working on."

The overhaul also encourages insurers to invest in improving the quality of care and ultimately reducing costs. Market forces also encourage this: Health care costs are still growing faster than inflation and worker wages, and employers that provide coverage need help narrowing that gap.

"The forces that led us to the need for health care reform are not going away," said Les Funtleyder, health care portfolio manager with Miller Tabak, an institutional trading and asset management firm. "If not (the Affordable Care Act), there is going to be something else that replaces this."

(AP) ? French far right presidential candidate Marine Le Pen says her anti-Islam agenda has been vindicated: The chief suspect in the country's worst killing spree in years is a French Muslim claiming ties to al-Qaida.

President Nicolas Sarkozy has borrowed from Le Pen's playbook in the campaign for the presidential election in April and expected runoff in May, with talk of halving immigration and lamenting widespread availability of halal meat. It's too soon to tell how a two-day standoff with the suspect could affect his chances for a second term.

The specter of radical Islam's grip on France worried moderate Muslims and threatened to overturn the race, in which Socialist Francois Hollande has long been the pollster's favorite to unseat the divisive Sarkozy.

Le Pen, the No. 3 candidate in polls, said France must "wipe out" the Islamist threat, saying it has been minimized by authorities.

Le Pen's far-right National Front claims that so-called Islamization is corrupting the French culture and will ineluctably change France if no one acts against the influx of Muslim immigrants and the growing demands of those born on French soil.

The revelation that the chief suspect in three attacks this month in the Toulouse region in southwest France was a Frenchman of Algerian origin who claims al-Qaida ties and traveled twice to Afghanistan resonated among candidates and put Muslims on the defensive.

The attacks killed a rabbi and three young children at a Jewish school, and three paratroopers of North African origin. Another student and another paratrooper were wounded. Fears initially emerged of a racist, anti-Semitic killer, and Le Pen stayed uncharacteristically silent and cautious.

On Wednesday, authorities identified the suspect as Mohamed Mehra, 24, a man with a long record of petty crimes.

Muslim and Jewish leaders then joined in a single voice to warn against any bid to stigmatize Islam.

The estimated 5 million Muslims in France ? the largest such population in Western Europe ? have long worked to defeat chronic and ambient discrimination within French society. Anti-Muslim sentiment tends to peak with international tensions like the Palestinian intifada or the Sept. 11, 2001 al-Qaida terror attacks.

"Muslims like Jews, Jews like Muslims, and condemn all confusion that might be made between the international political situation in the Middle East and the monstrous act that ... has horrified all French," the Grand Rabbi of France Gilles Bernheim said Wednesday after meeting with Muslim leaders and Sarkozy.

Mohammed Moussaoui, president of the CFCM, an umbrella group for French Muslims, said the suspect has done "is the very negation of ... Islam," on the France-2 TV network.

The powerful fundamentalist Muslim organization known as the UOIF asked all citizens "not to succumb to the panic of stigmatizing Muslims, which feeds Islamophobia."

In the case of Le Pen, it may already be too late.

"We have underestimated, I think, the rise of radical Islam in our country," Le Pen said. "We didn't want to see it, out of weakness or for electoral reasons, that recruiting is going on in our neighborhoods by political-religious groups who don't stop trying to make their mark."

Le Pen, who called national attention to the numbers of Muslims who pray in Paris streets for lack of space in prayer rooms, was among six presidential candidates present at Wednesday's solemn funeral services for the three dead paratroopers in the city of Montauban, near Toulouse.

Le Pen had stayed away from mourning prayers after the killing on Monday of the Jewish rabbi and school children.

Candidate Hollande said the fight against terrorism is "the combat of the entire nation," above all else.

Centrist candidate Francois Bayrou said the affair poses the question of "the state of French society, where there are explosive germs" and the "risk of importing conflicts" onto French soil.

Sarkozy, speaking as president at Wednesday's funeral ceremony, vowed that terrorism "won't manage to fracture our national community."

However, Sarkozy has followed the lead of Le Pen in the past, allowing her to set the agenda so he can take up her themes and go after her far-right followers.

Nicole Yardeni, who heads the regional chapter of the leading Jewish organization, CRIF, warned, "I want the politicians not to use this as a wedge. They haven't done it so far but the temptation is always there."

A young man in Toulouse who slightly knew the suspect said he was shocked and afraid.

"This person doesn't represent me," said Mehdi Nedder, 31. "What worries me is what society will say tomorrow in the bakery shops, at the butchers or at the post office."
